I downloaded the ogg test file from the link provided in Benjamin's

Testing on W10 with
audacity-2.3.3-alpha-252-88dc11f525215cea57f7a89b0038fc7d40a50149
This formerly problematic ogg file I can now import properly into
Audacity with drag&drop and File>Import. I can also File>Open the

An alternative workaround for bug 276 appears to be to set the output
device to "dmix". I've been testing this for the past couple of days,
and no freezes when using dmix.
The advantage of dmix over "hw:" is that the vast majority of sound
cards do not have hardware mixing,

I have no noticeable delays on either of my machines (both fast
machines) either with
Testing on Mac El Capitan on 01a95c5-2.1.3-alpha-13-feb-16
and
Testing on W10 on audacity-win-r4d154c4-2.1.3-alpha-18-feb-16
I do not see this, subsequent projects open correctly. Looks ok on these two
platforms but still reqires testing on Linux

I cant reproduce this using Steve's "Steps to reproduce" in this bug
report - so therefore assume fixed.
BUT I can't reproduce this on 2.1.0, 2.1.1 or 2.1.2 either
