The end-user does not ask anything, they just open the attachment. And
they probably won't edit the source of every message to check that the
encoding is fine.
The proposed fix is very simple, Mozilla guys may use it or not, i just
propose it.

Here is a very simple fix for this problem.

- when clicking on "open" for an attachment, thunderbird used the mime-type,
