After further investigation... it doesn't seem to be exactly what i
thought it was. It seems to be that when dragging around the lowest icon
in the selection everything else keeps getting a bigger gap between the
dragged icon and itself and that's why I thought the top icon remained
in place when d

You can easily test this by setting up 2 or more icons on the desktop in
any way then moving them in such a way that one of the icons will be
moved to the spot where another icon currently is, but that other icon
is also being moved by the same action to another empty spot.
