This bug has quite a big impact but seems to be easy to fix. By this
means 4 years is a looong time. 20.04 LTS, 21.04, 21.10 still have this
issue - will 22.04 too?

In Ubuntu 18.04 LTS this is still an issue, the described behaviour still
occurs exactly as described.
Probably this is expected with your smartphone but absolutely not from your
Laptop!

if you are not able to make the mounts like described above try it like

it's definetly NOT fixed. as far as I found out the *new* registry is
not working properly! values are saved and maybe loaded but not applied!
this happens to several settings such as home-directory-template,
default-domain, cache-times...
