The original bug report includes "Build testing against 14.04 LTS, 16.04
LTS and 17.10 Artful is without issue, due to older/newer versions of
the module.", so to answer your question, only Zesty seems to have been
affected due to the inclusion of version 6.57 of libdate-manip-perl.

of XMLTV in June 2012.
The current stable upstream / Debian Testing release of XMLTV is 0.5.66
and includes the working tv_grab_es_laguiatv grabber.
