I added a quirk for libinput to fix this issue, until the fix is merged

I tried switching it off and on multiple times and it doesn't work at all when
reversed but works totally fine when it's not. I've also found this related

When reverse scroll direction option is enabled in mouse options of Xfce
(on Xubuntu 15.10) the scroll doesn't work at all in Mousepad and it's
