Tried with ubuntu mate 20.04 (kernel 5.4.0-26) and it's still there :(
Is the issue solved on X230s, perhaps I can take a look at the patch, if
you point me to it?

Public bug reported:
Open only a terminal and top within it. CPU is <5%. Hit Win and the dash
is displayed. CPU goes to about 30% (compiz) and stays there. Blur is
disabled. Exit dash, CPU goes back to normal.
Ubuntu 12.04 here, integrated Intel GPU, single-core Atom processor.

You can clearly see the excessive spacing when you click on an item and
open a dropdown (see the screenshot). Is there a replacement for
keyboard layout switcher, in case I remove indicator applet completely?

Forgot to say, I really don't think it is hardware issue, the bug
