I see this annoying bug on a quite recently installed ubuntu 20.04.3 LTS
(GNU/Linux 5.11.0-36-generic x86_64):

Yes, the Window geometry hints were turned on (it is the default) and,
exactly as you write, turning off the option helped. Thanks.

Open a new terminator window. It has the standard resolution 80x24.
Press F11 and then press F11 again.
The resolution is now reduced to 79x23 which may be impractical and annoying.
