Reported state can be worked around, although I still think, that even
without zfsutils-linux installed system should be able to access .zfs
ditectory.

It seems that lack of "zfsutils-linux" leads to behavior described above.
After

apt install zfsutils-linux
reboot
zpool import pool1 -f
___
situation does look like this:
