Regarding newton: the nova patch has landed in 14.0.5
The bug entry for nova source of stable/newton was in the wrong state. It is
now set manually to Released.
However, for the newton ubuntu cloud archive I'm not sure: there is a
commit in the stable/newton ubuntu repo that tagged the nova versi

I have to mention, that I had this situation several times in the past, not
beeing able to recover...
this time (about 1 hour later than I reported this bug) the lxc list command
returned expected results, so it seemed to have recovered without additional
intervent
attaching apport data. please let me know what else info is needed.

Regarding issue 2), this is most probably due to the cpu mode setting:
The nova.conf needs the setting "cpu_mode = none" in order to not have it set
to 'host-model'.
This setting has not been working on s390x - this is a statement as of Mitaka
and libvirt 1.2.21 at least
