I tested the new keystone charm, and it seems that works properly:
$ openstack domain list

Just one more detail. We'll need to do this change also in Queens which
is the current LTS.

The keystone configuration seems to be correct:

default_domain_id /etc/keystone/keystone.conf; done
default_domain_id = default
