Hi.
This problem still persist on Kubuntu 21.10 with Akonadi 21.08.1.
Access is blocked by AppArmor definitely. When I edit
/etc/apparmor.d/usr.bin.akonadiserver and replace line:
#include

/etc/apparmor.d/usr.bin.akonadiserver profile that contais this line:
/usr/{,s}bin/mysqld PUx -> mysqld_akonadi,
and then mysqld seems to be running with mysqld_akonadi profile.

In akonadi-backend-mysql 19.12.3-0ubuntu2 (Focal) is AppArmor
configuration file /etc/apparmor.d/mysqld_akonadi that holds
"mysqld_akonadi" profile. After upgrade Akonadi to this version, it
fails during startup, with mysql server error:
mysqld: [ERROR] Failed to open require
I can confirm that this bug is solved in Ubuntu Cosmic (18.10) with
Docker 18.06.1 and libseccomp 2.3.3.

change this dependency to libcurl4-dev? Or setup this dependecy to
libcurl4-openssl-dev or libcurl4-gnutls-dev ?
I need another "dev" package: libgcal-dev. It depends on libcurl4
