The problem no longer occurs in Karmic. The NM applet prompts for the
VPN password at each connect attempt (if the password is not saved).
I'm going to close this as invalid since I have no details on the fix.

Note that the applet remembers passwords even if you cancel the
passwords dialog. So if you attempt to connect and then change your
mind while inputting the passwords, you won't be able to connect later
since the applet uses the partial password(s) that you've written before
canceling the dialog.
