Making a local dumb pypi mirror i could confirm:
- unable to install with `setuptools-69.0.3 setuptools-scm-3.3.3`
- able to install with ` packaging-23.1 setuptools-75.2.0 setuptools-scm-8.1.0`
Maybe we could have the wheel instead of the tar of dbusmock a wheel on
our pypi mirror?
