Appending reboot=b to the kernel line in /boot/grub/menu.lst resolves
the reboot problem on Dell OptiPlex 330.

We too have several OptiPlex 330 with Ubuntu 8.04 and have got same
restart failing problem on all of them. Shutdown works OK.
We experienced the same issue with Fedora 9 on the same (OptiPlex 330)
computers.
This could be a Dell/Linux problem more than an Ubuntu problem.
