It got worse in 18.04. Now the workaround does not work any more.
And it is ignored by GTK people.

I realized why I thought it was working before: The bug is ONLY
triggered when closing the last window on a workspace. Going to an empty
workspace is not causing the keyboard to stop responding. Well,
technically the keyboard still works as I can use keyboard modifiers
with
OK, problem reappeared even though I had overlay-scrollbar uninstalled.

And now I can not use compiz keyboard shortcuts on a blank workspace,
exactly like you. Merde!
I do not have any CoverGloobus installed that I know of though.

I get the same problem in (x)ubuntu 11:10 when using compiz. Compiz is
getting key press as I can rotate the desktop cube with - +
mouse but it is not getting to the xfce-application that handles
keyboard shortcuts.

I am using sshfs together with autofs in 11.10 and is seeing the same
problem.
Workaround:
Created a script "sshfs" in /etc/network/if-down.d containning:
#!/bin/sh
killall sshfs
sleep 1s
killall -9 sshfs
Created a script "autofs" in /etc/network/if-up.d containing:
#!/bin/sh
restart autofs

U nfortunately for me the saved state of bluetooth is off. This means that I

I think I can give some more light on the subject. If you are having the
same problem as me then it is an intermittent problem that affects ALL
services that are started through rc-sysinit, either all starts or none.
The reason is that rc-sysinit is started when the "lo" network device is
started,
