As I stated, I installed via gem, and not apt.
So, yes I suppose that's a third-party repo. I suppose I should
probably file the bug with the maintainers of gem. Sorry if I've wasted
your time.

First, I'm running Feisty, and at the time of posting, I don't believe
Gutsy was out . . . if it was, my bad.
I'm seeing it in /var/lib/gems/1.8/gems/mongrel-1.0.1/bin/mongrel_rails
. When I installed via gem install, there was no link made to /usr/bin
or /usr/local/bin (or anywhere else on $PATH

When installing mongrel-1.01 via sudo gem install mongrel and choosing
the ruby version, the mongrel_rails file is missing the #!/usr/bin/ruby
at the top, and won't run.
It is also not linked into any of the directories in the default $PATH
