I confirm the problem on my PC with 4k screen:
Ubuntu 20.04
HiDPI 3840x2160 (16:9)
The workaround is to lower the resolution to FullHD: 1920x1080 and Scale
to 100% (1:1)

It seems that the error is with some IPv6 configuration. In Ubuntu, I
disabled DNS and Auto Routes and the error went almost unnoticed

The only solution I found to that speed drop was to reconnect to Wi-Fi
or turn it off and on again. I'm not a developer and I don't know how to
report with more data.
All I know is that running the command lspci:
