I use Ubuntu 16.04 LTS on a mail server with many users and configured
fail2ban to reject spammers and attackers.
When the server is under load fail2ban has high cpu usage, but most
notably a high write to disk.
This inherently slows the system and put high stress to disks,

that convention
But in various countries in America is used as decimal_point a '.' (dot)

Yes, Nicaragua's locale file (es_NI.UTF-8) is affected too. The decimal
separator is a dot "." not a comma "," and the thousands separator is a
comma, not a dot.

Confirmed, start-stop-daemon uses /usr/sbin/postg as the name...
I made changes to /etc/init.d/postgrey and change $NAME varaible to
/usr/sbin/postg in start/stop/reload (next to --name) and it works.

My problem is that the system won't boot if the hard drive don't have the
