Just to wrap up, I have been on 6.9.9 for nearly a week now across
dozens of suspends I haven't seen this problem return.

I also have been experiencing this exact same issue (on the same Lenovo
hardware) from 6.8.0 (both official Ubuntu and mainline kernels) through
to 6.9.3 (mainline).
Mainline seems to have skipped a number of 6.9.x releases so the next
available 6.9 kernel after 6.9.3 is 6.9.9.
The good new is, 6
Confirmed working on the latest -proposed 5.13.0-1011-raspi with my FTDI
USB-to-TTL device. Thank you! Changed the tag to verification-done-
impish.
