Same. Work-around running Brasero as root also confirmed as a work
around.

After upgrading from 8.04 to 8.10 when I log out and then log back in
the gnome-panel at the top of the screen (my only one) doesn't re-
appear. I try to run it manually and it states that there's already an
instance of it running.
