This affects me on 13.04. Using Xvnc and remmina to connect to another 13.04 ubuntu. Checking/unchecking "System Settings/Keyboard/Repeat Keys" fixed it for a session. I run remmina on my primary screen in fullscreen on startup. This did not affect me on 12.10 (discovered remmina on that release)
