[Bug 249866] [NEW] Restart shows desktop but no controls

Public bug reported: Yesterday, I removed Evolution completely, using the synaptic package manager. This morning, I did a routine restart. I get the delktob but no controlls. The top control bar is AWOL I was getting continual reminders to include updates for Evolution. I do not use it nor have I
