FWIW, the output.icecast plugin works fine, so I've switched over my
server to icecast2. This is a viable workaround if you have control of
the server-side.

I installed liquidsoap in Ubuntu 20.04, and querying the plugins, it
looks like the output.shoutcast plugin is missing. It was working when I
was on Ubuntu 18.04.
