It looks like the static lib was removed when they switch to cmake.

Version 8.1 is not stable on precise, as the ard-parse-boards command
can't be found. This was fixed in 8.2, if you ask me this should be the
stable version on precise.
To have a working package on precise I have to download the 8.2 deb and
manually install since apt-get poin
