I found a workaround. Using this custom PPA, one can get the 13.1
drivers with an older x-server:

I have the same bug. I'm using Ubuntu 12.10 Quantal Quetzal (64 bit),
trying to install the AMD 13.1 Legacy Driver with a Sapphire Radeon HD
4890 and the 3.5.0-22-generic kernel.
