You can change that in the settings to use the "best quality icons" in
Compiz. Although even if you do use that; the iconset might be a bit off.
And it depends what you have set for Alt+TAB; currently I have the Shift
switcher configured.

I recommend going into Pidgin, and switching your audio settings from
PulseAudio to the corresponding audio system on your desktop (ALSA, OSS,
etc.). Until the issue with crackling and distortion in PulseAudio is
fixed, Pidgin's notifications will continue to sound like that.
