This problem did not occur prior to 13.04. I have been using Ubuntu
reliably and with the ability to suspend on my Dell E6420 since at least
Ubuntu version 12.04.

What I expected to happen:
After pressing the Sleep button on the keyboard to suspend, waiting two minutes
and then pressing the power button to resume, I expected the laptop to return
to the state I was in before I suspended.
What happened instead:
When I attempt to resume
I have also updated to A19 and my E6420 still will not properly resume
from sleep. My output from "sudo dmidecode -s bios-version && sudo
dmidecode -s bios-release-date" is A19 06/24/2013.

In my opinion, this deserves a higher severity than medium. Without the
ability to suspend/resume, 13.04 is unusable on my E6420. I am stuck on
12.10.

I also see more batteries than I have (I have one and sometimes see as
many as three) on a Dell E6420 running Linux Mint 12 (based on Oneiric
11.10). The extras always show a charge level of 0% so the laptop wants
to hibernate immediately. Annoying.

I also uninstalled and then reinstalled F-Spot to make sure that it
wasn't simply missing a dependency that I had perhaps inadvertently
deleted.
