The following fixed my upgraded 7.10 to 8.04 setup.
sudo apt-get install --reinstall selinux-policy-refpolicy-cups
sudo init 6

[hardy] unable to start cupsys if selinux is enforcing.

This issue came back for me today while upgrading package cupsys to
version 1.3.7-1ubuntu3.
[EMAIL PROTECTED]:~# getenforce
Enforcing
[EMAIL PROTECTED]:~# setenforce 1
[EMAIL PROTECTED]:~# /etc/init.d/cupsys stop
* Stopping Common Unix Printing System: cupsd
...done.
[EMAIL PROTECTED]:~# /etc/
Proposed package updates also solved this issue in my situation.
