Do you have */etc/X11/xorg.conf* ? This is the correct file.

To have behaviour like a type-writer (= Shift cancels Capslock) try
this:
- Edit in /etc/X11/xkb/rules/xorg.conf the line under "InputDevices"
into:
Option"XkbOptions""caps:shiftlock"
- Restart
