5-15% of packet loss when testing the connection. (pinging the wifi AP).

In Ubuntu 8.10 i386, the powernow service won't start. Possible reason
is that in one of these startup scripts:
powernowd
powernowd.early
dont want to (or cannot) load the appropriate powernow-k8 driver.
