I did a work around, I went and downloaded the older version at
http://packages.ubuntu.com/trusty/libvpx1 and installed it with dpkg.
This seemed to make everything happy for now.

I was able to work around, be rebooting CD into rescue mode
running dpkg --configure -a
then rebooting the CD back into install mode
continue install w/o formating / root partition
It was then able to continue installing past the console-setup package.

I was having the same issue with Debian unstable, but because of other
reasons I tried installed Ubuntu 6.06.1 LTS
But this issue still persists for me. I have a matrox G450 video card.
I am sad to have to reply to a bug that is nearly a year old.
Hopefully someone knows something I am missing
