After upgrading the Linux kernel from 5.11.0-27 to 5.13.0-37 a device
that uses a pl2303 usb serial chip no longer works.
This seems very similar to bug 1959110, and according to that it should
be fixed, but somehow it's not.

Sorry about that. I was using the python3 branch. I did not realise

I don't get the dual notifications. I sometimes get osd notifications,
and sometimes get gnome-shell notifications. I get the osd
notifications if something did a notification before gnome-shell has
started, causing notify-osd to start, at which point it takes over.

I'm going to stick my neck out there. I think that upgrading python-qt4
