NTFS partition mounts by NTFS-3G which requires admin privileges.
Unprivileged block device mounts work only if NTFS-3G is compiled with
integrated FUSE support.

Dang Kang, I believe it is already fixed in latest kdebase update for
Hardy. I've fixes issue with LOCALE settings for Cyrillic encoding, but
it is the same for any language.
