When using the `tcpdump -i any` command with SLL2, bogus packets may be
captured.
This issue arises due to differing offsets used for inserting VLAN tags across
various data link types.

An upstream commit has been made to address and fix this issue.

I may have inadvertently modified the patches after testing them.
The issue originates from nova/tests/functional/db/test_archive.py, where the
test_archive_deleted_rows_parent_child_trees_one_at_time function is not
indented

modifications. The mmio_write functions are only used in the `nvme set-
reg` command, which is not

needed.
