yes, i am absolutly sure, that they don't appear.
The scrollbars don't move, they have no function. This only happens in
vinagre when it is connected via vnc to another pc and scrollbars are
displayed.
It didn't happen in any other apps. It has nothing to do with fullscreen
apps.

Binary package hint: overlay-scrollbar
When connected to a vnc server, the scrollbar has a gray color and when
the mouse moves over the scrollbars, they don't change to active color
and are not useable. The handle also does not appear. So no scrollbars
for vinagre. :(

btw, it works also (at least for me) with just adding nolapic_timer to
grub boot paramters instead of intel_idle.max_cstate=0

Step by step editing:
1.) Edit the grub config file
#sudo nano /etc/default/grub
2.) Append intel_idle.max_cstate=0 to the line:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
-> GRUB_CMDLINE_LINUX_DEFAULT="quiet splash intel_idle.max_cstate=0"
3.) Save grub config file
Press Ctrl + X
4.) run
I had the same problem with the NC10 Plus, appening
intel_idle.max_cstate=0 to grub fixes the wakeup thing for me.
