Just an add-on here. I suspect this may be a compiz problem as I had
logged on to another user account and the unity launcher is working
just fine when minimizing /reopening windows from the unity panel.

Yes.. please get this synaptric bug fixed. It appears that only the GUI
is interfected to the databases of files and data .. hence .. that it
may only be a GUI problem/bug with synaptic.
