No more problems as of my testing tonight. However, I swear just a few
days ago I had to close parcellite to make Inkscape be able to paste
again. As of tonight, I'm unable to find out the combination of events
that caused that to happen however. I'll post how to replicate it if I
find out how

Behavior:
So long as Parcellite is open when launching Inkscape, copy and pasting in
inkscape will not work.
