On a clean 14.04 install, after installing opam, running "sudo opam
install ocamlfind" fails because m4 is not in path.
Solution: make opam package depend on m4 package.

After upgrade, I can reproduce this bug if I try to install fsharp-
console directly, but if I install mono-gac and THEN install fsharp-
