Ok I upgraded from Linuxmint 20.1 to 20.2 yesterday and everything went smooth.
But unfortunately the freeze is back. This time, the system rebooted

I believe the issue was due to the Polari IRC application. It ultimately
froze, while playing the *bell* sound on loop. After restarting the
laptop it works fine again, but the application my have issues running
for days at time.

As I said, deleting /usr/sbin/libgvc6-config-update solved the dpkg
problem for me. But graphviz did not became operational.
Final solution:
I've found an other installation of libgvc's so in
/usr/local/lib/libgvc.so.6.0.0 that really did not have the
GvExitOnUsage symbol. After deleting that .so
Output of ldd -r on the buggy system:
$ ldd -r /usr/sbin/libgvc6-config-update
linux-gate.so.1 => (0xb7791000)
libgvc.so.6 => /usr/local/lib/libgvc.so.6 (0xb76f6000)

The problem is that the /var/log/pcp/pmmgr directory is not created with proper
permissions.
Run
# chown pcp:pcp /var/log/pcp/pmmgr
and it will start working.
