Show HTML Source option also appears if I start OpenOffice then use
File->Open to edit an existing .html file.

Here is what I get when I click View->WebLayout. I am still puzzled as
to why I do not see the html source text. Any clues?

When I open a ".html" file with OpenOffice Writer, I can edit it in a
WYSIWYG fashion but cannot view the source text as explained in the help
file. Earlier versions of OpenOffice had this feature in it worked as
advertised.
