Just updated to OTA-13 and the problem is now gone: both the cellular
data switch and the roaming switch is enabled and working again.

As far as I understand there's nothing related to the problem there, so I
restarted the phone, and checked again:

Not much changed in the indicator log, but these lines from the settings
log might be related:
I have the same problem after updating to OTA-12, except for me the cellular
data is always ON, despite the switches on both the indicator panel and the
settings page are disabled.
(I had to ifconfig down the interface to prevent the phone from using all my
data provided by my telco subscription
