Since I'm on virtualbox I restored a pre-upgrade snapshot and tried
again. This worked for me:
1. Upgrade all packages that do not depend on grub-pc (or rather those that
Synaptic would let me upgrade without upgrading grub-pc).
2. Upgrade only grub-pc and grub-common. This time a window popped u

installation process hangs at "Setting up grub-pc (1.98-1ubuntu4) ...".
I'm using the 10.04 beta. I'm upgrading using Synaptic. I'm running
Ubuntu on a VirtualBox instance.

FYI I experienced this in both 9.10 and 10.04 beta. And I agree with #5
that how this list works is less than obvious and that the huge tooltip
probably isn't the right place to hide the instructions.
