I was temporarily able to resolve it by following the steps listed here
to remove the libxcb.so.1 file from the steam-runtime directory.

The game starts on the host computer, but on the client computer,
I just tested the PPA posted by Dave Chiluk for memtest86+ on Saucy, and
I was able to run the full test without the "too small lower memory"
error. My computer is a Toshiba A205 laptop, Intel GM965/GL960 chipset.
