Thanks for the reply.
Actually the problem was because of some broken packages.
I did this-opened up synaptic package manager and selected "Custom Filters"
(bottom left) then "Broken" that displays broken packages with a red box, I
uninstaled them, now it works fine.

Public bug reported:
I was updating my system which runs ubuntu 8.10, it gave a prompt window saying
that I`d go for partial updates as few previous updates have not been
successfully installed.
So I went ahead & clicked on partial update, then i got this error "Can't
install 'ubuntu-desktop'".
