Same issue for Dell Vostro 1320. When I restart and unplug battery, then
plug back, it starts charging.

Here possibly present old problem with legacy keyboard support. If you
have access by ssh, simply restart psmouse module.
# sudo rmmod psmouse && sudo modprobe psmouse
Trick to fix this - disable feature "legacy keyboard support" in BIOS, I
didn't did that yet and really don't know if such option
