@The Phone dconf-editor is the way to go.
Clicking on 'Mouse and Touchpad' settings will reset your preferences to the
(slow) defaults.

Also, for people who used the dconf-editor workaround, don't go into
mouse settings again because that will clobber your preferences.
This is an extremely newbie hostile bug. The fact that it's been around
for at least a year makes me worry about the future of Unity.
