[Bug 1725333] [NEW] do-release-upgrade broked WSL

Public bug reported: I had Ubuntu 17.04 installed in WSL and decided to upgrade it to 17.10, so I had run do-release-upgrade, as I did before to upgrade to 17.04. Everything was fine before script started upgrading packages. It's started from bash updating, and somehow there is a problem revealed
