I'm running Dell Latitude 7390 with Intel UHD Graphics 620 (8350U). So
8th Gen rather than 9th. I get occasional glitching, usually on battery
power and when scrolling, and always when pointer is in the bottom right
of screen. I did try the kernel params listed here (i915.enable_dc=0
intel_idle.
This may be of help, as Telegram desktop devs have pointed out that

Well, it did not work. I heard that 6.8.9 should work, but there are no
.deb files in the repository for amd64, so I'm not sure how do I install
it.

actually remove a native libglib2.0-0 but libglib2.0-0:i386 only?
Since you did not go ahead with the removal of libglib2.0-0 anyway, the
packages did not end up becoming auto-removable, and hence `sudo apt
autoremove` did not remo

Looks like upstream development is *very* slow, and I could not find an
issue tracker or a public vcs repo. Given that we have Ubuntu delta
already (we're already ahead of Debian, which is still packaging 3.0.3),
I believe it makes sense to add the patch to the Ubuntu package.
