I've encountered the same issue upon recent update to the 5.11 kernel
with Ubuntu LTS. I restarted, selected the 5.8 kernal and it worked
again. I am not sure everyone will work that out and it could be
difficult for new starters to trouble shoot from a system which doesn't
boot properly.

FWIW, I have a pretty consistent reproduction of this on my 20.04
machine here. Restarting gnome-shell with Alt-F2 then "r" causes all
the window management stuff to go away, but doesn't actually kill the
process that's reporting the giant resident set size. Manually killing
that pid also causes

It is true that DEFAULT_OUTPUT_POLICY="ACCEPT" but I have blocked either 443
and 80 port in rules. So I shouldn't be able to surf the web (without proxy)
